深圳知识产权保护中心的成立是贯彻落实《国家知识产权局 深圳市人民政府共创知识产权强国建设高地合作框架协议书》的具体体现，由时任深圳市委领导的亲自筹划、督导下，深圳知识产权保护中心于2018年12月26日揭牌运行，从获得批复到正式运行，仅用时5.5个月，是全国建设速度最快的保护中心之一。

　　The establishment of the Shenzhen Intellectual Property Protection Center represents a concrete initiative to implement the Framework Agreement on Jointly Building a Highland for the Construction of an Intellectual Property Power, signed between the China National Intellectual Property Administration（CNIPA） and the People’s Government of Shenzhen Municipality. Under the planning and supervision of leading officials of the Shenzhen Municipal Party Committee at that time, the Shenzhen Center was inaugurated and put into operation on December 26, 2018. It took merely 5.5 months from approval to official launch, making it one of the fastest-built IP protection centers nationwide.

　　深圳知识产权保护中心是在深圳国家知识产权局专利代办处基础上建立的全额拨款公益一类正处级事业单位。根据业务发展和内部管理需要，中心下设综合部、初审事务部、审查确权一部和二部、维权保护和数据运用部、海外维权部。中心聚焦人才集聚高地和智库型支撑机构的目标和定位，初步建成了一支专业化、高素质、全领域知识产权人才队伍。

　　The Shenzhen Intellectual Property Protection Center is a fully-funded public institution of Category I at the division-director level, established on the basis of the Patent Service Office of the China National Intellectual Property Administration in Shenzhen. In response to business development and internal management requirements, the Shenzhen Center has set up six departments: the General Affairs Department, Preliminary Examination Affairs Department, Examination and Right Confirmation Department I, Examination and Right Confirmation Department II, Rights Protection and Data Application Department, and Overseas Rights Protection Department. Targeting its positioning as a talent hub and think tank-style supporting institution, the Shenzhen Center has initially built a professional, high-caliber intellectual property workforce covering all relevant fields.

　　中心搭建“两全两快”基础核心业务框架，围绕新能源、互联网、高端装备制造以及珠宝加工开展知识产权快速确权，开展全领域知识产权快速维权，同时开展国家知识产权局授权或委托的专利申请受理、专利费用收缴、专利收费减缴备案、专利优先审查等专利服务性工作；打造涵盖专利、商标、版权、集成电路布图设计等业务的全门类服务专业大厅，打通知识产权创造、运用、保护、管理、服务全链条。

　　The Shenzhen Center has established a core basic business framework known as “Two Comprehensives and Two Accelerations”. Focusing on new energy, internet，high-end equipment manufacturing and jewelry processing, it delivers expedited intellectual property right confirmation, and provides cross-domain expedited IP rights enforcement. Meanwhile, it undertakes patent services authorized or entrusted by CNIPA, including patent application acceptance, patent fee collection, patent fee reduction filing, and patent priority examination. It has built a full-category service hall covering patents, trademarks, copyrights, integrated circuit layout designs and other IP types, thereby forming a complete chain of IP creation, utilization, protection, administration and services.

　　中心以基础核心业务体系为支撑，高标准建设深圳市知识产权“一站式”协同保护平台、海外知识产权纠纷应对指导深圳工作平台、世界知识产权组织（WIPO）技术与创新支持中心、国家级专利导航服务基地、黄金内湾涉外商业秘密保护基地5大平台。（一是深圳市知识产权“一站式”协同保护平台，2019年11月26日，该平台正式启动，实现全市各类保护资源的全面整合，提供各类知识产权保护综合服务。二是海外知识产权纠纷应对指导深圳工作平台，2020年4月27日，该平台正式揭牌运行，主要开展涉外知识产权信息的收集与报送、纠纷应对指导、风险防控培训宣传等工作。三是世界知识产权组织技术与创新支持中心（TISC），2021年10月21日，该中心正式获批运行，提供知识产权培训、专利检索服务、知识产权金融服务、信息资讯推广等公共服务。四是国家级专利导航服务基地，2022年12月22日，深圳保护中心正式被国家知识产权局确定为首批国家级专利导航服务基地，负责统筹规划专利导航项目。五是黄金内湾涉外商业秘密保护基地，2023年6月28日，该基地正式揭牌成立，面向黄金内湾地区企业，提供海外商业秘密纠纷应对指导、培训宣传、实务研究等综合服务。）

　　Supported by its fundamental core business system, the Shenzhen Center has developed five major platforms at high standards: the Shenzhen One-stop Collaborative IP Protection Platform, the Shenzhen Working Platform for Guidance on Overseas IP Dispute Response, the WIPO Technology and Innovation Support Center (TISC), the National-level Patent Navigation Service Base, and the Golden Inner Bay Foreign-related Trade Secret Protection Base.

　　First, the Shenzhen One-stop Collaborative IP Protection Platform. Launched on November 26, 2019, the platform fully integrates diverse protection resources across the city and delivers comprehensive IP protection services.

　　Second, the Shenzhen Working Platform for Guidance on Overseas IP Dispute Response. Inaugurated and put into operation on April 27, 2020, it mainly collects and submits foreign-related IP information, provides guidance on dispute response, and conducts risk prevention and control training and publicity activities.

　　Third, the WIPO Technology and Innovation Support Center (TISC). Approved for official operation on October 21, 2021, it offers public services including IP training, patent search, IP financial services, and information dissemination.

　　Fourth, the National-level Patent Navigation Service Base. On December 22, 2022, the Shenzhen Center was officially designated by the CNIPA as one of the first batch of national-level patent navigation service bases, tasked with overall planning of patent navigation projects.

　　Fifth, the Golden Inner Bay Foreign-related Trade Secret Protection Base. Unveiled and established on June 28, 2023, the base serves enterprises in the Golden Inner Bay area by providing integrated services such as guidance on overseas trade secret dispute response, training, publicity and practical research.

　　作为国家知识产权局服务深圳创新主体的重要窗口和深圳市市场监督管理局开展知识产权工作的有力抓手，深圳知识产权保护中心结合深圳的定位与需求， 大力推行一站式、集约化的知识产权业务办理模式，为创新主体提供优质、高效服务，打造科技创新“助推器”、企业出海“护身符”、协同保护“总枢纽”、知识资产“转化器”、公共服务“大管家”和文化推广“扩音器”。

　　As an important channel for CNIPA to serve innovation entities in Shenzhen and a key platform for the Shenzhen Municipal Administration for Market Regulation to conduct intellectual property work, Shenzhen Intellectual Property Protection Center adopts a one-stop and integrated IP service model in response to Shenzhen’s positioning and needs. The Shenzhen Center provides services for innovation entities and performs functions in scientific and technological innovation, overseas business of enterprises, collaborative protection, intellectual asset transformation, public services and cultural promotion.
